Dear California Insurance Commissioner,

It is 4:30AM and my partner just finished driving from the Bay Area to Sacramento. She is completely exhausted, not because of the time, but because of the eye pain from having been blasted by LED lights from car headlights, from 5000K LED bare-diode streetlights, and from LED lights on buildings that point directly onto the freeway.

Who is the responsible party for the eye damage, stress and car crashes regarding these LED lights? Is it Caltrans? Is it NHTSA? Is it the building owner? Is it the car makers?

What can be done about holding someone accountable for the glare, eye strain, and overall stress from these LED lights?
